The ceasefire agreement (CFA) signed on 22nd February 2002 by LTTE leader Prabhakaran and the then Prime Minister Ranil Wickramasinghe had a number of deficiencies. Deputy Director General of the Peace Secretariat, Dr. John Gooneratne made this reference while testifying before the Lessons Learnt Commission.
The session was held in Colombo yesterday. Speaking further he said that there was a great imbalance in the obligation of the two parties. This was a period with a great number of LTTE violations. A major shortcoming of the LTTE was seen there, in the lack of enforcement mechanism in case of violations. The LTTE went about making violations as no sanctions were imposed. He said the present government negotiated twice with LTTE without success in 2006. Thereafter it took the next step of revoking the agreement.
