“This refers to the media release on September 15 issued by UNP Deputy Leader Karu Jayasuriya stating that he devotes his time to gather all forces against the Government’s Dictatorship.
There the UNP Deputy Leader has not given a definition as to what dictatorship he means.
In Sri Lanka, there exists a Constitution formulated and implemented by his own party in 1978. The President and the Parliament now in power have been elected in terms of that particular Constitution. System of Divisional Councils and Provincial Councils were introduced to Sri Lanka by the then UNP regime under the 13th Amendment to the Constitution when the period of the UNP Government elected in 1977 was extended by another six years even without holding a referendum, the present UNP Deputy Leader did not utter a word. He may know when the Appeal Court gave its verdict against the deprival of civic rights of Mrs Bandaranaike, the UNP Government amended the Constitution to entrust the power of issuing such verdicts only by the Supreme Court. The UNP Deputy Leader may know that six amendments to the Constitution from 1978 have been brought by the Government he represented.
