DeMint says proposal would get money for SC port

U.S. Sen. Jim DeMint says there is a way to get money for the Port of Charleston without using the earmark system that he opposes.
The Greenville News reported Tuesday that DeMint says he plans to offer a proposal to get money for a study on deepening Charleston Harbor from a port trust fund created in 1986.
He opposes a procedure often used by members of Congress to earmark certain funds for projects in their states.
Critics have said one reason South Carolina hasn't gotten money for the study is because DeMint refused to join Sen. Lindsey Graham in requesting a $400,000 earmark for the project.
Port officials say they need the money to help pay for a study into deepening Charleston Harbor to accommodate bigger ships that will come through the wider Panama Canal starting in 2014.
