Former Government Agent of Mullaitivu Imelda Sukumar has emphasized that the Security Forces did not open fire at a single civilian who was approaching the forces with white flags to surrender in the final battle.
She said that the LTTE did not permit Mullaitivu civilians to flee their controlled areas sans their permission during the final battle. If they did so, the LTTE opened fire at them. They were killed by the LTTE and not the forces. Whatever the case, the troops were prepared to welcome the civilians fleeing from the grip of the terrorists. She said that many of the civilians who approached the troops with white flags and surrendered had exchanged views with her. If necessary she can present some of them to testify before the Commission. Mrs. Sukumar said she was a person who had served both in LTTE and Government controlled areas. She had experience of both groups. The Former Mullaitivu Government Agent underlined that the troops did not obstruct a single civilian who had approached them with white flags, according to civilians who experienced the operations and the views expressed by her staff.
Mrs. Sukumar was giving evidence before the Lessons Learnt and Reconciliation Commission. Anagarika Dharmasekara and several others testified before the Commission yesterday.
