SC gov to sign unemployment agency overhaul law

South Carolina Gov. Mark Sanford is set to sign into law an overhaul of the troubled Employment Security Commission.
Sanford plans a public bill signing on Tuesday for legislation that transforms the agency into a Cabinet-level Workforce Department.
The measure will allow Sanford to appoint a temporary director who will run the agency through early next year when Sanford's successor will choose a director.
The agency has faced criticism for more than a year. Auditors found the commission didn't do enough to head off the need to borrow what's grown to $838 million to continue issuing unemployment benefits. They also said the agency lacked accounting skills and collected but didn't pay income taxes on benefits for months last year.
