Council delays annexation request

Columbia City Council members have delayed an annexation request from two low-income subdivisions.
Owners of Bay Berry Mews and Capital Heights, 203 rental homes located off S.C. 277, have asked to come into the city so they can use the citys water system. But city officials recommended the city deny the annexation because upgrading the system would cost more than $400,000, plus another $375,000 a year to maintain it.
But denying annexation would undermine the citys aggressive new annexation policy, which has targeted unincorporated areas surrounded by the city limits.
