Budget plan cuts doctors, hospitals, K-12, colleges

S.C. House budget writers have released draft numbers for the upcoming state budget that include $125 million in cuts in state payments to doctors and hospitals to treat the poor and disabled, as well as cuts to K-12 education, and colleges and universities.

The end of federal stimulus money for K-12 -- $174 million -- and colleges -- $110 million -- were among the biggest budget problems facing the House.

Lawmakers added $100 million in new money to the state’s K-12 budget, offsetting part of the loss of stimulus money, and softened the blow to colleges by adding one-time money from a state’s savings account to use for deferred maintenance.

The recurring budgets of most colleges were cut between 5 percent and 8 percent, while the recurring K-12 budget is $64 million less than in the state budget year that ends June 30.

When all state funds are compared, both one-time and recurring, the draft budget proposes that the state spend $117.1 million less on K-12 education -- a 5.5 percent decrease.
