Russia does not endorse the Ban Ki-moon Panel – Ambassador

Russia has emphasized that that the Panel of Experts appointed by Ban Ki-moon is not a UN Committee. The Committee has gone beyond its limits. Russia which enjoys veto power at the Security Council underlined that they were always with Sri Lanka, a sovereign country which routed terrorism.

Russia’s Ambassador to Sri Lanka Vladimir Mikhailov called on Defence Secretary Gotabhaya Rajapaksa at the Defence Ministry this afternoon. Their talks dealt on several important matters. Thereafter the Russian Ambassador expressed views on the report said to have been issued by the Panel of Experts of UN Secretary General ban Ki-moon.

The diplomat said they should be more precise in definitions not to mislead public. They speak not about “a UN report”, since it was prepared neither by a UN body nor even by its request. It was just a personal initiative of the UN Chief. The Ambassador said they believed that the primary responsibility for investigating the events that happened in the past in Sri Lanka lies with its Government and that the newly appointed panel of experts will not take any steps that would complicate the investigation being conducted by the authorities of Colombo. Unfortunately, it seems that the panel of experts went beyond its task, at least as it had been made known to their representatives in New York. Mr. Mikhailov said they believed that now, when Sri Lanka healing its wounds after long armed conflict, the UN may render its assistance, if needed, and not to complicate the process of reconciliation. He added that their representative to the UN in New York recently reconfirmed this position.
