Haley names a new inspector general

Gov. Nikki Haley announced Tuesday that she has appointed a new inspector general, Jim Martin, to sniff out waste, fraud and mismanagement in state agencies.

Martin spent more than 20 years at the State Law Enforcement Division, working to halt voter fraud, purchasing fraud and other corruption, Haley said at a press conference.

Martin, 63, succeeds George Schroeder who retired from the post earlier this month after just a few months on the job. Schroeder told The State he left the post because of a lack of independence.

For example, Schroeder said the office of inspector general was set up so that employees he hired would be paid by various state agencies, presenting a problem if he had to investigate the agency that one of his employees was paid by.

"It's very hard to audit an agency, or review an agency, with people who are beholden to the agency," Schroeder said. "It just didn't work out. After some back and forth with the governor's staff, I resigned."
