Pro-Poor Policies Not Working

Sri Lanka had pro-poor policies which neither East Asia nor South East Asia had, but it’s still mired in poverty while East Asia and several countries in South East Asia have Come out of it, an academic said.

Professor Hiran Dias, Chair, Centre For Poverty Analysis, speaking at a seminar on Thursday said that among Sri Lanka’s pro poor policies were free health and education, free irrigation water, guaranteed prices, subsidized fertliser, “Integrated Rural Development Projects” that covered 15 of the island’s 25 districts, followed by the Janasavia poverty alleviation programme of the 1990s and then Samurdhi.
Government statistics have however shown a reduction in poverty, probably caused by economic development and better commodity prices, but yet “poverty pockets” do exist, he said.
Not only do they not experience the benefits of growth, but instead are affected by it, said Dias.
