Walking, biking trail wins backing

Arsenal Hill neighborhood leaders pushing to open a subterranean trail to connect Finlay Park to the Vista won approval Tuesday to use public money.
City Council agreed to waive its dollar-for-dollar match requirement for any group that received hospitality tax money. The neighborhood group would have had to raise $101,000 to match the hospitality tax money the city granted it last year and this year.
That means the group now has enough to hire a contractor for the $105,000 job of paving and erect lighting along a half-mile length of the trail that once was a railroad bed
