- Legislation Being Drafted

The Local Government and Provincial Councils Ministry says the legislation to establish an authority to administer the local government bodies in the Colombo District are being drafted by the Legal Draftsman’s Department.
Secretary of the Local Government and Provincial Councils Ministry Dr. N. Jayathileka said the government has arrived at a policy decision to establish an administrative authority to oversee the local government bodies in Colombo and Cabinet approval has already been granted for the authority.
Dr. Jayathileka told The Sunday Leader that the authority would be under the purview of the Local Government and Provincial Councils Ministry.
However, he refused to give a time frame as to when the authority would be established, but said it would be done soon.
“The legislation is being drafted by the Legal Draftsman and it is only when we get the draft that we would have an idea,” he said.
The proposed authority is to administer five local councils including three municipal councils in the Colombo district.
The proposed authority is to administer the Colombo, Kotte and Dehiwala-Mount Lavinia Municipal Councils, the Kolonnawa Urban Council and the Kotikawatte-Mulleriyawa Pradeshiya Sabha.
Economic Development Minister Basil Rajapaksa has said the proposed authority would be similar to the Urban Development Authority (UDA) and would help expedite development activities in the metropolis.
