Lawmakers debate yanking licenses for dropouts

South Carolina teens would lose their driver's license until they're 18 if they drop out of school under a bill up for more debate by lawmakers.

A House Education subcommittee is set to discussion the measure Thursday.

Rep. Tom Young says threatening to yank the driving privileges would be a powerful incentive for students to stay in school. The Aiken Republican says many of the state's problems stem from too many residents not being adequately educated.

The same legislative panel postponed voting on the bill last week because too many questions remained on how to implement the idea.

According to the National Conference of State Legislatures, at least 20 states have passed similar laws.
