Lawmakers finishing unemployment agency overhaul

South Carolina Gov. Mark Sanford is expected to have control of the state's unemployment agency by the end of the week.
Legislators expect to give final approval to the compromise legislation on Thursday and send it to Sanford.
Under the final deal, Sanford would within about a month appoint a new executive director for the troubled Employment Security Commission that is renamed and becomes part of his Cabinet as a Workforce Department.
Auditors found the commission didn't do enough to head off the state's jobless benefits trust fund going broke. And they said the agency was inept at handling responsibilities, including accounting for income tax payments withheld from jobless benefits checks but not sent to the IRS or state Revenue Department.
