Cliff Spann woke up Tuesday morning to a man breaking into his car.
Spann called police, and they eventually caught the man, who was homeless and told Spann he was “addicted to crack.”
“The issue really is that they have nothing to do,” Spann said. “They loiter in the park, walk up and down Laurel Street and all the other adjacent streets, hang out at the BP station constantly panhandling for money.”
Homelessness is a regional problem, but it is most concentrated in the neighborhoods and businesses that make up Columbia’s District 2.
