Ramshackle houses fell. The debris was hauled away and new homes built for people eager to buy downtown.
Power lines disappeared, trees leafed out and big old warehouses were converted to bustling restaurants, bars and art galleries.
Cops started walking neighborhood beats and, through a private grant program that started in 1996, provided “safe havens” in troubled communities. Then the money dried up. Officers cranked up their cars again.
In the past 27 years, since Columbia’s District 2 was created, the city has aimed to stabilize community life and improve the business climate in some of its poorest communities.
