CCHA played major role - Defence Secretary

Defence Secretary Gotabhaya Rajapaksa testifying before the Lessons Learnt and Reconciliation Commission Tuesday said since the beginning of the humanitarian operation the Government had a plan on humanitarian assistance and protection that ran parallel to its military push. "Over the years we had a practice of naming operations with various titles. But under the President’s advice we called it the Humanitarian Operation. Some might think it’s a minor incident, but it’s an important fact, he added.
The President said we have to include the concept of zero civilian casualties. All possible steps must be taken to avoid civilian casualty and we laid our plans accordingly, he observed.
He noted that the Consultative Commission on Humanitarian Assistance (CCHA) initiated according to a concept by the President following a meeting with the Co-Chairs had played a major role in defining the contours of the kind of assistance needed and related decision making as it brought all major stakeholders, both the Government and non-Government Sector under one roof.
