Where is the corrupt free society – asks BASL President
The launch of the report titled the “National Integrity systems Analysis 2014″ was held in Colombo on Monday. President of the Sri Lanka Bar Association Upul Jayasuriya was the chief guest at the event.
The report was compiled in partnership with Transparency International and South Asian chapters and assess 13 vital institutions that are critical to the fight against corruption.
President of the Sri Bar Association, Upul Jayasuriya expressed following views:
“Though your report says that 64 percent of the police are corrupt I would say something beyond that, maybe the 500 rupees or the 1000 rupees and the two-three hundreds that is collected from the men in the road, they may well have a problem at their own home but if they are to be condemned for that 500 rupee that they take, if they are to be condemned for the rest of their lives, what about those who take the millions and the billions not rupees anymore but in dollars. The inspector General of Police in SL is in a pathetic state, is in a pathetic state. “
“He has forgotten that he is the Inspector General of Police. I wrote to him asking for security to be given on the issue of the security matter when it came up concerning my personal security. He wrote to me stating “Yes,I have forwarded this matter to the Secretary of the Ministry asking for his approval. He is using the words asking for his approval. I am not for a moment finding fault with the IGP. He is being very truthful and frank. He is saying what his powers are. He has no power,” he noted.
He also added: “ So this is obviously the kind of situation that we had in Beruwala, Dharga Town and Aluthgama where he could not give an order to curb the arson and the looting and the robbery that was going on there. He has no power. Probably somebody else clipped his wings and taken over his power. This is the situation that we are going through. If this is the kind of public officers………. and their independence and professional judgment has been taken away by those who have bought them – Where is the sincerity? Where is a corrupt free society?”
